The Polish vehicle registration system is quite straightforward, but requires strict adherence to specific deadlines and procedures. Let's examine both scenarios: buying a car in Poland and importing one from another country.
Registering a Car Purchased in Poland
This is the simplest option. After signing the purchase agreement, you have 30 days to register the vehicle. Registration is handled by the county starostwo (starostwo powiatowe) at your place of residence.
Required documents for registering a car purchased in Poland:
- Purchase agreement (umowa kupna-sprzedaży) - 2 copies.
- Valid registration certificate (dowód rejestracyjny) from the previous owner.
- OC insurance policy (mandatory civil liability insurance) - must be obtained before submitting registration documents.
- Valid technical inspection certificate (badanie techniczne), if the previous owner's has not yet expired.
- Identity document and proof of residence (residence card or UKR status document).
- Proof of vehicle tax payment (PCC-3) - required if the car is older than 2 years; paid at the tax office.
The cost of registration services is approximately 180-220 zlotys for issuing license plates and documents.
PCC-3 Tax When Buying a Car
When purchasing a car from a private individual, the buyer is required to pay a civil transaction tax (PCC) of 2% of the vehicle's market value. The PCC-3 declaration must be submitted to the tax office (urząd skarbowy) within 14 days from the date of the contract. Payment must also be made within this timeframe.
When buying from a dealer (car dealership), PCC tax is not paid - it is already included in the price and covered by VAT. This is an important point: buying from a dealer saves you unnecessary bureaucracy.
Importing a Car from Abroad
Importing a car from another EU country differs from importing from outside the EU.
Importing from an EU Country
If you brought a car from Germany, the Czech Republic, or another EU country, the procedure is relatively straightforward. You need to:
- Notify the Polish tax authority of the import within 14 days (to claim excise exemption if the car is older than 2 years).
- Obtain confirmation from PERN (Państwowe Rezerwy Energii) of excise payment if applicable - or an exemption certificate.
- Complete a technical inspection (przegląd techniczny) in Poland.
- Obtain OC insurance.
- Submit a package of documents to the starostwo for registration: foreign registration certificate, proof of ownership, OC policy, technical inspection results, and residence card.
The deadline for registering an imported car from the EU is 30 days from the date of import or acquisition.
Importing from Ukraine or Non-EU Countries
This is a more complex procedure. When importing a car from Ukraine, you must go through customs clearance at the border, pay customs duty (6% of the value), VAT (23%), and in some cases, excise tax. Total costs can amount to 30-40% of the vehicle's value, so importing a Ukrainian car is economically justified only for expensive vehicles or if you have exemptions.
Ukrainians with temporary protection status (UKR) have the right to temporarily import their own vehicle without paying customs duties for up to 6 months. After that, the car must either be exported back or undergo full customs clearance.
Technical Inspection (przegląd techniczny)
In Poland, mandatory technical inspections are conducted at vehicle inspection stations (stacja kontroli pojazdów). Schedule: for new cars - 3 years after registration, then every 2 years; for cars older than 10 years - annually.
For vehicles used in taxi services, requirements are stricter. Taxis in Poland fall under the category of vehicles used for commercial purposes and must undergo technical inspection annually regardless of age. Technical inspection costs from 98 zlotys for a passenger car.
The technical inspection checks: brake system, steering, lighting, exhaust system (emission standards), body and frame condition, tires and wheels, and seat belts. If the vehicle does not meet requirements, you receive instructions to fix the defects.
Mandatory OC Insurance
OC insurance (odpowiedzialność cywilna) is mandatory civil liability insurance for vehicle owners. Without it, you cannot register your car or drive on the road. The penalty for driving without OC is 1,400 to 4,200 zlotys depending on how long you have been without insurance.
OC insurance is obtained from any accredited insurer. The price depends on driver age, experience, claims history, vehicle type, and region. For a new driver in Poland without OC history, the approximate cost is 1,500-2,500 zlotys per year. Over time, with no accidents, a bonus-malus system reduces the policy cost.
For taxi use, it is also recommended to obtain OCAC (AC - autocasco, comprehensive coverage). It covers damage to your own vehicle, which is critical with intensive use.
Registration Deadlines: What You Need to Know
Failure to meet registration deadlines results in fines:
- Late registration of a purchased car - fine of 200 to 1,000 zlotys.
- Driving without valid OC insurance - from 1,400 zlotys.
- Driving without valid technical inspection - fine and possible document confiscation.
