The residency card is one of the most common questions among Ukrainians in Poland. What is a Residency Card
A residency card (karta pobytu) is a physical card that certifies a foreigner's right to reside in Poland. It is issued by the Voivodeship Office (urząd wojewódzki) and replaces visa stickers in your passport to confirm your legal status. With a residency card, you can move freely throughout the Schengen area for up to 90 days within any 180-day period.
It's important to understand that a residency card is not a work permit in itself. The right to work depends on the type of card and the basis for its issuance. Some types of cards automatically include the right to work, while others require additional permission.
Types of Residency Cards
Temporary Residency Card (karta pobytu czasowego)
Issued for a period of up to 3 years with the possibility of multiple renewals. This is the most common type for labor migrants. Grounds for obtaining it include work, education, and family reunification. If the card is issued on the basis of an employment contract, it separately specifies the right to work for a specific employer.
Permanent Residency Card (karta pobytu stałego)
Issued to foreigners who have lived in Poland for at least 5 years continuously and meet certain criteria: Polish language knowledge, stable income, no violations of law. A permanent card does not require renewal - you simply need to replace the physical card every 10 years. It includes full work rights without additional permits.
EU Long-Term Resident Card
Similar to a permanent residency card, but gives the right to reside and work in other EU countries. Requirements are similar to the permanent card, but the review period is longer.
Special Status for Ukrainian Citizens: UKR
After February 24, 2022, Poland introduced a special temporary protection status for Ukrainian citizens who left the country due to war. It is designated by the abbreviation UKR in the PESEL system and provides significant advantages compared to standard procedures.
The main differences of UKR status from regular residence are:
- Automatic right to work - no need to obtain a separate work permit.
- Access to medical care on par with Polish citizens (NFZ).
- Right to social benefits, including the 800+ program.
- Simplified registration at your place of residence.
- Ability to obtain a PESEL number, which is necessary for almost any official action.
UKR status itself is not a residency card. Many Ukrainians live and work in Poland based on this status without a residency card. However, a residency card provides a more stable long-term status and is more convenient when dealing with banks, landlords, and employers.
Documents Needed for a Temporary Residency Card
Standard documents required when applying for a temporary residency card based on employment:
- Application (wniosek) - completed in Polish, forms available on the Voivodeship Office website.
- Passport with evidence of legal entry - original and copy of all filled pages.
- 4 photographs 35x45 mm on a light background.
- Employment contract or employer's statement of intent to hire (oświadczenie pracodawcy).
- Proof of residence - rental agreement or consent from the property owner.
- Bank statement or other proof of financial capacity.
- Health insurance (ubezpieczenie zdrowotne).
Documents issued by Ukrainian authorities (certificates, credentials) must be translated by a sworn translator (tłumacz przysięgły). A list of accredited translators is available on the Polish Ministry of Justice website.
Processing Times and What to Do While You Wait
The official processing time is up to 60 business days, but in practice in major cities (Warsaw, Krakow, Wroclaw) waiting can stretch to 6-12 months due to high workload on the offices. In Poznan, Gdansk, and Lodz, timelines are usually shorter.
Immediately after submitting your documents, you will receive a stamp in your passport (sticker) confirming that your application has been received and is under review. This stamp is a full basis for residence and work in Poland - you can work without waiting for the card to be issued.
You can track the status of your application online through the official migrant portal (Portal dla Cudzoziemca) or through the individual online services of the Voivodeship Offices.
Renewing Your Residency Card
You must submit your renewal application no later than 30-45 days before your current card expires. If you submit your application on time, your status remains valid until you receive a decision on the new application - even if the card has formally expired.
The renewal procedure is almost identical to the initial application: the same set of documents plus the current residency card. The only simplification is that if you continue to work for the same employer, you may not need to resubmit certain documents.
Residency Card and Taxi Work
For taxi drivers, having a residency card significantly simplifies life.
